Fix#4673. Our password hasher can handle different algorithms, but the workbook password (for maintaining the structure of the workbook, not for encrypting the entire workbook) currently supports only the single algorithm that was in place many years ago. Expand it, and Xlsx Reader and Writer, to be able to use, say, SHA-512, which is what Excel itself uses.
The revisions password needs to be expanded in the same way as the workbook password. It is used for file sharing, but MS has deprecated it because it feels that modern technologies introduce better ways to accomplish what it was needed for. You'll need to look pretty hard to even find it in Excel - it's not, for example, on any of the ribbons. Nevertheless, the solution here is pretty much identical to the solution for the workbook password, so I am fixing it at the same time.
With PhpUnit 10 came the ability to use Php attributes rather than doc-block annotations for things like "data provider". PhpUnit 11 deprecates the use of annotations, and PhpUnit 12 will not not permit their use. Since PhpUnit 11 requires Php8.2+, we cannot adopt it as long as we support Php8.1, which will continue to be the case for some time. However, there is no penalty for early adoption.
Php-cs-fixer can use:
```
'php_unit_attributes' => ['keep_annotations' => false],
```
This allows us to run `composer fix` to automate all the needed changes. No manual changes were needed for any of the test members.
With this change, PhpUnit 9 can no longer be used with the test suite. File composer.json is updated to reflect that reality, and phpunit9.xml.dist, which has been supplied in case anyone needed to use PhpUnit 9, is no longer required, and is thus deleted. For now, PhpUnit 11 is not being added as a possibility.
No source code is changed in this PR.
While we might never be able to have 100% of our code strict, we can at
the very least do it for all of our tests. This ensures that our tests
are using our API with the types as intended by the test author, and not
silently be cast to what our API requires.
Successor to PR #3523. There are 494 single-line changes (`public function provider` to `public static function provider`) in this PR. None of these were made manually; they were all created with the following script (adapted from
https://stackoverflow.com/questions/25909820/how-to-recursively-iterate-through-files-in-php):
```php
$dir = 'C:/git/unit10prep2/tests/PhpSpreadsheetTests';
$it = new RecursiveDirectoryIterator($dir);
// Loop through files
foreach(new RecursiveIteratorIterator($it) as $file) {
if ($file->getExtension() === 'php') {
$contents = file_get_contents($file);
$new = preg_replace('/public function (\\w*)([Pp])rovider/', 'public static function $1$2rovider', $contents);
if ($new !== $contents) {
echo "changing $file\n";
file_put_contents($file, $new);
}
}
}
```
After this PR, there will be one more, with a small number of test changes, and enabling PhpUnit 10 for Php 8.1+.
Having a parallel project to complete cover Document Properties, I turned my attention to to Document Security. As happens, this particular change grew a bit over time.
Coverage and Testing Changes:
- Since the Security object has no members which are themselves objects, there is no need for a deep clone. The untested __clone method is removed.
- Almost all of the coverage for the Security Object came about through samples 11 and 41, not through formal tests with assertions. Formal tests have been added.
- All methods now use type-hinting via the function signature rather than doc block.
- Coverage is now 100%.

Bug:
- Xlsx Reader was not evaluating the Lock values correctly. This revelation came as a result of the new tests ...
- Which showed that Xlsx Reader was testing SimpleXmlElement as a boolean rather than the stringified version of that ...
- Which didn't matter all that much because Xlsx Writer was writing the values as 'true' or 'false' rather than '1' or '0', and (bool) 'false' is true.
- Xlsx Reader clearly needed a change. I was trying to avoid that while awaiting the namespacing change. At least this is restricted to a very small self-contained piece of the code.
- It is less clear whether Xlsx Writer should be changed. It is true that Excel itself uses 1/0 when writing; however it is equally true that it recognizes true/false as well as 1/0 when reading. For now, I have left Xlsx Writer alone to limit the change to what is absolutely needed.

Other Changes:
- I was at a complete loss as to what "lock revisions" was supposed to do, and it took a while to find anything on the web that explained it. Thank you, openpyxl, for coming through. I have documented it for PhpSpreadsheet now.

Miscellaneous Note:
- There remains no support for Document Security in Xls Reader or Writer (nor in any of the other readers/writers except Xlsx).
- No Phpstan baseline changes, possibly for the first time in any of my PRs since Phpstan was introduced.
