oleibman f8f78a7ed3 String Increments and Php8.5
Fix #4600. String incrementation through the `++` operator is deprecated in Php 8.5. Because we make use of that operator to iterate through columns, we are particularly hard hit by that change - unaddressed, it causes over 2,000 errors in our test suite! It is, fortunately, not as difficult as I feared to correct. Replacing the `++` operator with a call to new method `StringHelper::stringIncrement` in 79 statements scattered over 31 source modules (in src, samples, test, and infra) eliminates all the messages in the test suite. It is possible that others are lurking, but I don't know a systematic way of determining if there are others. We'll stick with this for now, and deal with any others as they show up.

This PR will be applied to the master, release390, and release222 branches. It will not be applied to the release210 or release1291 branches, which will now accept security changes only.

oleibman d647fe7ee7 Use Php Attributes Rather than Annotations for PhpUnit
With PhpUnit 10 came the ability to use Php attributes rather than doc-block annotations for things like "data provider". PhpUnit 11 deprecates the use of annotations, and PhpUnit 12 will not not permit their use. Since PhpUnit 11 requires Php8.2+, we cannot adopt it as long as we support Php8.1, which will continue to be the case for some time. However, there is no penalty for early adoption.

Php-cs-fixer can use:
```
'php_unit_attributes' => ['keep_annotations' => false],
```
This allows us to run `composer fix` to automate all the needed changes. No manual changes were needed for any of the test members.

With this change, PhpUnit 9 can no longer be used with the test suite. File composer.json is updated to reflect that reality, and phpunit9.xml.dist, which has been supplied in case anyone needed to use PhpUnit 9, is no longer required, and is thus deleted. For now, PhpUnit 11 is not being added as a possibility.

No source code is changed in this PR.

oleibman 3e56c2da9a Php-cs-fixer Increase Timeout, Replace Deprecated Properties
I am becoming concerned with the increasing run-time of php-cs-fixer, especially since it can time out. Some relief may come from PR #4118, but that won't be merged for some time, if ever. So, bump up the timeout period now. Also replace properties which php-cs-fixer has deprecated with their non-deprecated equivalents. No change to any source code.

Adrien Crivelli ec4098c8fd Strict mode for all tests
While we might never be able to have 100% of our code strict, we can at
the very least do it for all of our tests. This ensures that our tests
are using our API with the types as intended by the test author, and not
silently be cast to what our API requires.

oleibman e9cf27354d PhpUnit 10 Compatibility Part 2 (#3526)
Successor to PR #3523. There are 494 single-line changes (`public function provider` to `public static function provider`) in this PR. None of these were made manually; they were all created with the following script (adapted from
https://stackoverflow.com/questions/25909820/how-to-recursively-iterate-through-files-in-php):

Fix #2677. This PR supersedes #2679, written by @technghiath, which lacks tests, and probably doesn't solve the problem entirely. The code causing the problem appears to be the last remnant in Xlsx Reader which calls `children` using a namespace prefix rather than a namespace. That is changed, and tests are added where the tag is unexpectedly missing, and also where it uses a non-standard namespace prefix.

Reports 1 "new" error. It isn't, but fix it anyhow.

Merging a change today, Git reported failures that did not occur during "normal" unit testing. The merge still succeeded, but ... The problem was an error comparing float values for equal, and the inequality occurred beyond the 14th decimal digit. Change the tests in question, which incidentally were not part of the merged changed, to use assertEqualsWithDelta.

* Xlsx Reader Better Namespace Handling Phase 1 Try2

This is a replacement for #2088, which has run into merge conflicts. I will close that PR in the near future, however the comments in that PR may prove useful for this one. While that PR has been in draft status all along, I am marking this one as ready. I will gladly add additional tests (and, of course, make code changes) that anyone has to suggest, but, with my most recent test files which I will describe in a separate comment, I have no further ideas on useful additions.

As mentioned in the earlier ticket, this is a risky change. But, as has been demonstrated, delaying it comes with its own set of risks. It would be helpful to have a temporary moratorium on changes to Reader/Xlsx until this change is merged.

The original commit message follows.

There have been a number of issues concerning the handling of legitimate but unexpected namespace prefixes in Xlsx spreadsheets created by software other than Excel and PhpSpreadsheet/PhpExcel.I have studied them, but, till now, have not had a good idea on how to act on them. A recent comment https://github.com/PHPOffice/PhpSpreadsheet/issues/860#issuecomment-824926224 in issue #860 by @IMSoP has triggered an idea about how to proceed.

Gnumeric Reader was recently changed to handle namespaces better. Using that as a model, this PR begins the process of doing the same for Xlsx. Xlsx is much larger and more complicated than Gnumeric, hence the need to tackle it in multiple phases. I believe that this PR handles all of:
- listWorkSheetNames
- listWorkSheetInfo. Note that there was a bug in this function which would cause it to count only used columns rather than all columns. That bug is corrected.
- active sheet
- selected cell and top left cell
- cell content (formulas, numbers, text)
- hyperlinks
- comments (partial - see below)

This PR does not address:
- styles
- images and charts
- VBA and ribbons
- many other items, I'm sure

The issue for non-standard namespacing till now has been the use of unexpected prefixes. While I was working on this change, @Lambik introduced issue #2067 PR #2068 which introduced a completely different problem - the use of unexpected URLs. That PR and the issue associated with it were quite well documented, including the supplying of a test file and tests for it. I asked if I could take a look to see if it could be integrated with my change, and the result seems to be yes, so those changes are also part of this PR.

While adding a comment to my test file, I discovered that Microsoft had added "threaded comments" as a new feature. I believe these are not yet supported by PhpSpreadsheet, and I am not going to add it, at least not now. I believe that, among other things, this will make identifying the author of a comment more difficult.

Although there are a number of Phpstan baseline changes as part of this PR, I did not attempt to resolve all Phpstan reports for Reader/Xlsx. Nor did I do anything to increase coverage. This change is already large and complex enough without those efforts.

Owen Leibman 83c0f02c95 Move Reader Xlsx Tests from Reader to Reader/Xlsx Try 2
PR #2088 is having major merge problems. This is partly because it moves some tests from Reader to Reader/Xlsx. Making this move beforehand may help. Or it may make things worse, but they are already bad enough that I am contemplating redoing the PR. If I do that, having this done beforehand will make things easier.

This PR does nothing but move some tests. This will make it easier to test changes to Xlsx Reader without having to run each test individually, or without having to run tests for all the other readers at the same time.
