With PhpUnit 10 came the ability to use Php attributes rather than doc-block annotations for things like "data provider". PhpUnit 11 deprecates the use of annotations, and PhpUnit 12 will not not permit their use. Since PhpUnit 11 requires Php8.2+, we cannot adopt it as long as we support Php8.1, which will continue to be the case for some time. However, there is no penalty for early adoption.
Php-cs-fixer can use:

This allows us to run `composer fix` to automate all the needed changes. No manual changes were needed for any of the test members.
With this change, PhpUnit 9 can no longer be used with the test suite. File composer.json is updated to reflect that reality, and phpunit9.xml.dist, which has been supplied in case anyone needed to use PhpUnit 9, is no longer required, and is thus deleted. For now, PhpUnit 11 is not being added as a possibility.
No source code is changed in this PR.
Change "mixed" declarations to more accurate types in test members; in particular, change those that would be flagged if we were to run Phpstan at level 9 (we currently run level 8). I may or may not follow up with source code (over 700 level-9 problems remain for src), but, as with strict typing, there is no reason to avoid the effort for test members.
It was necessary to update some doc blocks in src to accommodate this change. However, no executable code is touched.
While we might never be able to have 100% of our code strict, we can at
the very least do it for all of our tests. This ensures that our tests
are using our API with the types as intended by the test author, and not
silently be cast to what our API requires.
And quite a bit more manual changes. The idea is that typing of our
tests can be a bit more loose, so we assume PHPDoc is mostly correct. If
that happens to be wrong, it should be caught by the tests themselves.
Successor to PR #3523. There are 494 single-line changes (`public function provider` to `public static function provider`) in this PR. None of these were made manually; they were all created with the following script (adapted from
https://stackoverflow.com/questions/25909820/how-to-recursively-iterate-through-files-in-php):

After this PR, there will be one more, with a small number of test changes, and enabling PhpUnit 10 for Php 8.1+.
Fix#3405. Autosize is definitely not working well with CJK characters (column is not wide enough). User reports a workaround using `mb_strwidth` to calculate and set the column width. PhpSpreadsheet uses `mb_strlen` for width calculations. Change it to use mb_strwidth instead. For non-CJK strings, the results will be identical (and there are already unit tests on such strings which assert the expected results, and these tests did not need to change). For CJK strings, the results will be wider. The string I'm using to test comes from the issue. It currently results in a column width of 30.564. When I open the resulting sheet in Excel and auto-fit the column width, the width winds up as 43.00. So, as long as the computed width exceeds 43.00, the spreadsheet will show the full cell. With the new calculation, the computed width is 55.2722, satisfying our condition. This is wider than expected, but that is generally true for this type of computation. For example, for 'abcdefghijklmnopqrstuvwxyz', the computed width (before and after this change) is 31.7065, but Excel auto-fit actually uses 24.73.
Disappointingly, "exact width calculation" does not solve this problem. It does seem to do a little better than "approximate" for non-CJK, but its CJK calculation is not wide enough. This might or might not indicate a bug in Php function `imagegetttfbbox`; I do not know enough about it to report a bug. Anyhow, since we're dependent on that result, there is no equivalent in this case for swapping mb_strlen out for mb_strwidth.
* Floating-point Equality in Two Tests
Merging a change today, Git reported failures that did not occur during "normal" unit testing. The merge still succeeded, but ... The problem was an error comparing float values for equal, and the inequality occurred beyond the 14th decimal digit. Change the tests in question, which incidentally were not part of the merged changed, to use assertEqualsWithDelta.

* Stacked Alignment - Use Class Constant Rather than Literal
PR #1580 defined constants for "stacked" alignment in cells.
Using those constants outside of Style/Alignment was beyond the
scope of the original PR, but I said I would get to it.
This PR replaces all uses of literal -165, and appropriate uses of
literal 255, with the named constants, and adds tests to make sure
that the changed code is covered in the test suite.
Because even if it doesn't make a difference in practice, it is
technically more correct to call static methods statically. It
also better advertise that those methods can be used from any context.
