oleibman 8d5577a3c4 Improved Test for ConvertUOM
Scrutinizer balked at quotes around key 'Unit Name'; no reason not to use 'UnitName' instead.

Having done that, several ConvertUOM tests seemed a little unconvincing. Replaced them with improved versions.

oleibman 5cfe66e18f Fixes for 32-bit
I check from time to time. There are a number of problems now, mostly due to the elimination of Php 7.4 and replacement of doc-block typing with explicit Php typing.
- Bitwise functions were particularly affected by PR #3718 and PR #3793.
- Chart/Axis and Writer/Xlsx were amusingly affected by PR #3836, which added a scaling option which included an array indexed by the known allowable factors, one of which is 1 trillion, which cannot be represented as an integer on a 32-bit system. Issue3833Test, introduced by the same PR (and not suffering any errors) was expanded to test this value.
- Some minor changes to Reader/Xls and Shared/OLE/PPS to accommodate hex values which are negative in 32-bit but which Php-32 may wind up casting to large floating point numbers; it is not clear to me why these hadn't shown up as problems previously. Possibly this is the result of changes in the most recent Php versions.
- BitAndTest, BitOrTest, BitXorTest and Shared/DateTest were adversely affected by PR #3859 when arguments and/or expected results too large for a 32-bit integer were supplied.
- ImExpTest required a slightly reduced precision for 32-bit. No idea why this hadn't shown up earlier.

oleibman 3eedf9e2f0 Better Typing in Test Members
Change "mixed" declarations to more accurate types in test members; in particular, change those that would be flagged if we were to run Phpstan at level 9 (we currently run level 8). I may or may not follow up with source code (over 700 level-9 problems remain for src), but, as with strict typing, there is no reason to avoid the effort for test members.

It was necessary to update some doc blocks in src to accommodate this change. However, no executable code is touched.

Because they tend to clutter our code a lot and unfortunately, there are
lots of false positives. Instead, it would probably be better to deal
with false positives out of band, via the Scrutinizer web UI.

Adrien Crivelli ec4098c8fd Strict mode for all tests
While we might never be able to have 100% of our code strict, we can at
the very least do it for all of our tests. This ensures that our tests
are using our API with the types as intended by the test author, and not
silently be cast to what our API requires.

And quite a bit more manual changes. The idea is that typing of our
tests can be a bit more loose, so we assume PHPDoc is mostly correct. If
that happens to be wrong, it should be caught by the tests themselves.

oleibman e9cf27354d PhpUnit 10 Compatibility Part 2 (#3526)
Successor to PR #3523. There are 494 single-line changes (`public function provider` to `public static function provider`) in this PR. None of these were made manually; they were all created with the following script (adapted from
https://stackoverflow.com/questions/25909820/how-to-recursively-iterate-through-files-in-php):

Merging a change today, Git reported failures that did not occur during "normal" unit testing. The merge still succeeded, but ... The problem was an error comparing float values for equal, and the inequality occurred beyond the 14th decimal digit. Change the tests in question, which incidentally were not part of the merged changed, to use assertEqualsWithDelta.

The new array tests for IMCSC fail on my system because of a rounding error in the 14th (!) decimal position. This is not a real failure. Change the test to use only the first 8 decimal positions.

When running the test suite with 32-bit PHP, a failure was reported in BITLSHIFT.
In fact, all of the following are vulnerable to problems, and didn't report
any failures only because of a scarcity of tests:
- BITAND
- BITOR
- BITXOR
- BITRSHIFT
- BITLSHIFT

Those last 2 can be resolved fairly easily by using multiplication by a power of 2
rather than shifting. The first 3 are a tougher nut to crack, and I will continue
to think how they might best be approached. For now, I have added skippable tests
for each of them, which at least documents the problem.

Aside from adding many new tests, some bugs were correctd:
- The function list in Calculation.php pointed BITXOR to BITOR.
- All 5 functions allow null/false/true parameters.
- BIT*SHIFT shift amount must be numeric, can be negative, allows decimal portion
(which is truncated to integer), and has an absolute value limit of 53.
- Because BITRSHIFT allows negative shift amount, its result can overflow
(in which case return NAN).
- All 5 functions disallow negative parameters (except ...SHIFT second parameter).
This was coded, but the code had been thwarted by an earlier is_int test.

* Full Support for AND/OR/XOR on 32-bit

Previous version did not support operands 2**32 through 2**48.

The following functions have some special handling
depending on the Calculation mode:
- BIN2DEC
- BIN2HEX
- BIN2OCT
- DEC2BIN
- DEC2HEX
- DEC2OCT
- HEX2BIN
- HEX2DEC
- HEX2OCT
- OCT2BIN
- OCT2DEC
- OCT2HEX

Ods accepts boolean for its numeric argument.
This had already been coded, but there were no tests for it.

Gnumeric allows the use of non-integer argument where Excel/Ods do not.
The existing code allowed this for certain functions but not for others.
Gnumeric consistently allows it, so there is no need for parameter
gnumericCheck in convertBase::ValidateValue.
Again, there were no tests for this.

There were some minor changes needed:
- In functions where you are allowed to specify the numnber of "places" in the
result, there is an upper bound of 10 which had not been enforced.
- Negative values were not handled correctly in some cases.
- There was at least one (avoidable) error on a 32-bit system.
- Some upper and lower bounds were not being enforced. In addition to enforcing
those, the bounds are now defined as class constants in ConvertDecimal.

Many tests have been added, so that Engineering is now almost 100% covered.
The exception is some BESSEL code. There have been some recent changes to
BESSEL which are not yet part of my fork, so I could not address those now.
However, I freely admit that, when I looked at the uncovered portion, it seemed
like it might be a difficult task, so I probably wouldn't have tackled it anyhow.
In particular, the uncovered code seemed to deal with very large numbers,
and, although PhpSpreadsheet and Excel both give very large results for these
conditions, their answers are not particularly close to each other. I think
we're dealing with resuts approaching infinity. More study is needed.
