Fix#3951. When an Excel sheet is protected, even when sorting is explicitly allowed without a password, sorts are permitted only on "protected ranges" within the sheet. PhpSpreadsheet already supports protected ranges, and only minor tinkering is necessary for that (e.g. the protected range can have, but does not require, a password). The more important part of this change is documenting the far-from-intuitive way that Excel handles this. To that end, documentation is updated, and a new sample is added.
A new class, `Worksheet\ProtectedRange` is added in place of the string array which had been used. `Worksheet::getProtectedCells` is deprecated in favor of the new `Worksheet::getProtectedCellRanges`.
Because they tend to clutter our code a lot and unfortunately, there are
lots of false positives. Instead, it would probably be better to deal
with false positives out of band, via the Scrutinizer web UI.
* Add iterateOnlyExistingCells to Constructors
Fix#3721. That issue can already be handled, but requires several statements when one ought to suffice. Adding an extra parameter to the RowCellIterator and ColumnCellIterator constructors is useful, easy, and becomes especially practical now that our supported Php releases all support named parameters (see new test Issue3721Test).

While we might never be able to have 100% of our code strict, we can at
the very least do it for all of our tests. This ensures that our tests
are using our API with the types as intended by the test author, and not
silently be cast to what our API requires.

I think it's best to install these before PR #3166. This one, which I hope to be the last in this series, does have some minor changes to source code, as well as to doc-blocks and to test members which continue to inadvertently use calls to deprecated functions.

Worksheet::unprotectCellsByColumnAndRow was incorrect. Other changes are cosmetic, leading to slightly better documentation.
