Simplify MultiCurl execution loop (#1017)

* Simplify MultiCurl execution loop

- Removes legacy workarounds
- Deprecates MultiCurl::setRequestTimeAccuracy()
- Removes use of CURLM_CALL_MULTI_PERFORM ("As of cURL 7.20.0, this constant is not used")
