I would like to keep this on the Wiki.
It is hardly documentation, and the list of features is constantly changed based on Issues.

The forking process is explained imprecisely, and people can figure it
out using GitHub help anyway.

The less text there are the better chances of reading it.

@filp is now less actively involved with the project.
People contacting him on Twitter directly will both bother him,
and delay the useful feedback getting back to the project.

Denis Sokolov 1fe3eded24 Readme: split contributing section into its own file
A contributing file is a de facto standard today.
In particular, GitHub even uses it to display the information about
contributing in appropriate locations:
