Remove an exception for strict errors in Run.php
...
There is no indication why that special handling is necessary,
as it should be picked up by the regular error handling,
as every other type of error in the current file.

Composer: let version be determined by git tags

As per http://getcomposer.org/doc/02-libraries.md#specifying-the-version ,
it is recommended to not put explicit version in the composer.json file.
Main advantage of that is that bumping a library version is as easy as adding
a tag, which is significantly different from editing a file and creating
a new commit with meaningless commit message.

On shutdown do not handle errors that can be handled by the registered error handler.

We do this, because we are not able to inspect the error control operator examining
the output of error_get_last().
